Owen County Receives Massive Grant To Fuel Business Recovery


We can all agree that one thing that will undoubtedly help Owen County right now is money. The good news – We’ve got it. How? Our community leaders acted quickly.   On April 6, the Owen County Chamber of Commerce and the Owen County Community Foundation had a conversation that simply went like this, “There has to be something we can do to help our community make it through this crisis.” With that, the organizations began creating an economic recovery program for Owen County.   The recovery program is two-fold. One part of the plan focuses on small businesses and helping them to retain low- and moderate-income (LMI) employees. The other part of the recovery plan focuses on non-profits and Owen County families.   The aggressive economic impact of this pandemic made it evident from the beginning that Owen County needed a rapid response plan. But where do you find funding resources, and how could our community find it quickly?    On April 14, a letter of need was submitted to Indiana Office of Community and Rural Affairs (OCRA) with the assistance of County Council President Andy Wood and direction from Owen County Auditor Patty Steward. On April 22, Lt. Governor Crouch announced the first thirteen recipients of the COVID-19 Response Program. Unfortunately, Owen County didn’t receive any funding. However, on Thursday, April 30, due to additional funding being made available, the Lt. Governor and the OCRA announced forty-nine more rural Hoosier communities would receive more than $8.8 million in federal grant funding through the new COVID-19 response program.   The result? A massive grant! Of those communities receiving funding, Owen County was awarded $243,750 to provide grants to businesses demonstrating an impact from COVID-19 to be able to retain LMI employees.   Marce King, Executive Director of the Owen County Chamber of Commerce and Economic Development Corporation, says, “This grant is a game-changer for Owen County. Going into 2020, Owen County businesses were showing strong revenue growth. Momentum had been created, and results were starting to show. The forward motion of our hardworking businesses can’t be stopped by this COVID-19 crisis. The grit and tenacity of Owen County are far more viral. This OCRA award is the affirmation of the tenacious and resilient spirit that our local business owners and their teams bring to our community.”
